Federal Railroad AdministrationThe Federal Railroad Administration (FRA) was created in 1966 as a division of the U.S. Department of Transportation to promote rail transportation. On May 3 2005, the United States Senate confirmed Joseph H. Boardman to head the agency. Until his appointment with the FRA, Boardman was transportation commissioner for the state of New York.
